("Naroduotnarodnykh representatives"), the rotation of
the group of deputies the 1st State of thought [ cm. State thought in Russia (1906-17) ] -
Cadets, laborers and social democrats (Cadets ok. 120, the
representatives of remaining parties ok. 80), accepted in Vyborg
on 10 July 1906 in response to the breaking up of the Dumas. V.
v. called the citizens of entire Russia to the convocation of the
Dumas not to give "either kopeck into the treasury or one soldier into
the army". The loans, which will be concluded without the
agreement of the Dumas, declared by ineffective. Call to the
passive resistance had as a goal to avoid the possible revolutionary
explosion, caused by the breaking up of the Dumas, to direct the
disturbance of masses into the "constitutional" river bed. To v.
itself v., which did not have practical consequences, Cadets applied
the "principle of passive resistance". the 4th congress of the
party of Cadets [ 24-28 cent. (7-11 oct.) 1906] was
accepted resolution with the refusal of the realization v. v. against
signatory v. v. was excited criminal pursuit even 12-18 (25-31)
sounding boards. 1907 special presence Of peterb. of judicial
chamber sentenced 167 those accused of 169 to three months of the
prison of each, which indicated the deprivation of their izbirat. of
